Steps to take about changing institution

I wrote the 2010 utme,and scored 268 in the exam,however i did not meet up with the cutoff mark of my course in my choice of university during the post-ume that was conducted,i wish to switch to a university in the eastern part of nigeria since i'm from that part of the country,what do i do regarding changing my institution's choice?
